Job Objectives
• Support environmental agencies in the development of world class ecoinformatics capabilities
• Provide advanced technical and analytical support to agency departments and programs
• Ensure the production of program products and services
• Strengthen team technical expertise such as system and database design, spatial analytical procedures, cartographic design and programming
• Produce high-quality applications and outputs necessary to demonstrate the effectiveness of the program and meeting the objectives of the participating stakeholders
• Enhance team solid planning and analytical skills based on business and management experience and well rounded GIS background and experience to support hands-on applications
• Provide general consultancy and technical support based on experience in a multi-sector GIS environment
• Provide special consultancy and technical support based on specialization area responsibilities
PRIMARY RESPONSIBILITIES
• Introduce, apply, disseminate and transfer best-of-breed ecoinformatics methods, tools and data standards.
• Apply strong background using Advanced GIS software and related products such as advanced spatial and 3D analytical tools, environmental modelling, thematic mapping, trend analysis, etc…in a project, production and operational environments
• Work with other senior staff to support technical GIS analysis activities, data inventory and assessment, derivative data products and support special projects
• Apply strong conceptual and practical understanding of spatial and statistical environmental database design, including relational database design and spatial data integration, GIS application software development and spatial analysis, data automation procedures, including vector and raster data automation techniques, data standards, and quality assurance procedures
• Plan and implement systems, tools and methods to support upper management decision making
• Be responsible for tracking and reporting progress for all activities in this area
• Support the development/ update of the project plans on periodical basis
• Handle the assignments delegated to him or her by the Technical Manager such as the management of specific projects or the oversight responsibility of specific activities under an ongoing program development
• Participate in all of the activities related to proposal reviews and evaluation.
• Ensure development and maintenance of entities’ roadmaps for data geocoding and analysis such as community facilities
QUALIFICATIONS, EXPERINCE AND SKILLS
Qualifications:
• Bachelor degree in environmental studies or science, planning, engineering, computer science, Geomatics or other relevant field
Experience:
• 5 or more years of experience with exposure to environmental disciplines and applications of ecoinformatics to environmental science, management, conservation and policy (also see specialization requirements below);
• 3 or more years of experience in one or more of the specialty areas;
• Posses strong analytical skills needed to collect user’ requirements, analyse and suggest solutions.
• Good team working experience;
Skills:
• Fluent and literate in Arabic ( desired ) and excellent English language skills (spoken and written)
• Very strong analytical skills with application in a GIS analysis and reporting environment for decision making.;
• Strong GIS skills with two or more GIS packages including ArcGIS family of products.
• Understanding of statistical analysis;
• Basic understanding of the concepts behind data management in a relational database;
• Good writing skills – for documentation, training, processes and reporting;
• Good Computer skills (Word, Excel, PowerPoint, Access, MS Project);
• Basic project management skills;
• Good IT technical skills;
